Andrei Kirilenko can not block a ball that is 13 feet off the ground. Dwight Howard and Vince Carter share the record for the highest vertical reach in the NBA, which is 12'6''. That makes it next to impossible for Andrei Kirilenko to be able to reach an additional 6 inches to even get a fingertip on the ball, let alone enough of his hand to block the ball. No one in the NBA blocks shots at the 13 foot mark.

Kirilenko has an arm span like a 7 footer. Kirkilenko reach has to be close to 12 feet.

I really can't find any resources that can give you a precise answer. But I've found a few block shots by kirilenko on youtube, and you can judge how high he can jump by these videos. Hope this helps!
