First of all, because of the geographical position and climate, you have different plants growing there. Secondly, there are different animals (more sea animals). And we know that food is made out of plants and animals :) (and, of course, chemical additives :) ). For example, you have lots of seafood in these countries, especially in Italy, Morocco, Alger and Portugal. However, you can't find good wines in northern-african countries because of the... SOIL. And I guess this is the third essential factor.
