The taser is designed to subdue a human; sized to provide an electrical shock that is sufficient to temporarily disable a normal-sized man or woman. The shock is delivered through metal darts connected to the device by fine wires; darts that are designed to slightly penetrate the thickness of human skin.
The big cat would undoubtedly require a different level of electrical charge and metal dart design. Why would these police officers believe that the taser would actually work on a big cat?
I hope that law enforcement everywhere is contacted by the taser manufacturer to make certain that they understand the device is intended for use on humans, not animals.
Oh... to answer your question. How exactly would a full grown panther react to being shot by a Taser? The big cat would be one ticked-off hombre and would likely be antagonized into harming the police officers. The law enforcement should feel very lucky that this was a toy panther!

I find it very uncomfortable to watch so do so at your own risk. The bull is clearly stunned. Until they turn it off. Then he's pissed.
A bull is twice the size of a panther so I'm sure it would stop an attack, assuming it was a panther grade taser.

M$Good point about there being different grades / strengths of tasers. I just wouldn't expect that panther-strength tasers are your typical standard issue for local law enforcement in Warren, Michigan. Ha!

I cant seem to find voltage specs on their site but the link I posted above has many examples of taser use in animal control including the use of standard police issue tasers on a tiger which is much bigger than a panther.
You have no idea how much it pains me to say but I think the cops may have done the best they could in this situation.

M$You can probably get access to a police-issued taser through a law-enforcement supply company, or you might get a local law-official to assist you with your tests, but you'll likely have some difficulty getting anyone to let you borrow their panther. The obvious solution here is to steal one, or better yet just go where someone has a panther and perform your tests at that location.
Obviously, start out with the taser on its lowest setting, and after each test shot on the panther, log your results, then step up to the next-higher setting and re-test, and so on until you reach the maximum level of the taser, or until the panther kills you.
