How does weather radar work?

We have recently had some severe storms where I live, and some controversy has been generated over the inaccuracies of weather reporting by local media and the use of live radar. I am just curious as to why weather radar is so ineffective. Can you explain to me how this kind of radar works?

According to everythingweather.com, "the basic concept of weather radar works off of the idea of a reflection of energy. The radar sends out a signal, as seen to the right, and the signal is then reflected back to the radar. The stronger that the reflected signal is, the larger the particle."

Essentially what occurs is by using pulse-Doppler radars, they send out a pulse in a defined area and can measure the rain (or other precipitation) and their motion to determine the intensity of upcoming storms.
