Tea bags actually tend to keep less well than loose leaf tea, but this is less a function of the bags and more a function of the type of leaf used in the bags. Tea bags tend to be made of broken-leaf tea, often very small, finely-broken pieces such as fannings, or even dust (the small particles left over after fannings are gathered). Because finely-broken tea leaf has more exposed surface area, it loses flavor more quickly.
Whole-leaf tea keeps its flavor much longer. I have a page that explains the distinction between whole leaf tea and broken-leaf tea, and the various grades of each:

It also depends how tea is stored. I also have a page that explains how to properly store tea and how storage affects freshness:

I recommend buying whole-leaf tea when possible. It stays fresh longer and tends to be higher-quality on average.
