The lack of a significant rainfall cycle is what leads to the creation of a desert. This cycle is the process of fresh water being pulled out of bodies of water (mostly oceans) to form clouds. Later, the water gets redeposited on land when it rains. Usually, these cycles are indentifiable, regular patterns. But sometimes, when land is very far from large bodies of water, there's scarcely an observable rainfall cycle at all.

Another thing that impacts deserts is atmospheric pressure. The equatorial region has very low pressure, while the areas located in between the 20th and 30th latitude on both the Northern and Southern hemisphere have very high pressure. So, rain clouds are created in the process of moist air from high pressure regions cooling as it spreads to low pressure regions. By the time the rainclouds are formed and ready to shed their water, they are generally already above low pressure zones. This is also why it rains so much in the regions around the equator.

A desert is an area or region that has lost evaporation because there is little moisture to evaporate, hence the dryness and barrenness of the area and lack of vegetation. Wind and altitude also play a part.

Lack of precipitation however is main factor. Hope that helps.
