How does Finnish composer Sibelius compare to the other great composers in history?

Sibelius admired Palestrina's work. Sibelius' First Symphony has Slav romanticism derived from Tchaikovsky. In 1907, He and Gustav Mahler had a famous conversation in Helsinki in which they discussed their different philosophies of the symphony genre. Mahler felt that the symphony was "the world" and must "embrace everything", while Sibelius was attracted to the symphony's "profound logic" which creates a "connection between all the motifs". Sibelius, in the last two decades of his life, was highly respected in Finland, England, and the United States, but unlike other historically important composers, did not have a universal high profile across other parts of Europe, particularly Germany or France. Like Elgar, he wrote valuable incidental and lighter music. Sibelius was a late Romantic, complementary to Mahler, their symphonic differences notwithstanding, and others such as Tchaikovsky, Rimsky-Korsakov, Grieg, and Dvorak. Sibelius was a nationalist in that his music is representative of Finland.
