In Farmville the local celebrity ribbon is based on how many neighbors you have.
Like all of their ribbons there are four different colors: yellow, white, red, and blue.
For example for the red ribbon you need to have 25 neighbors.
You can click on the ribbon icon on the bottom right hand corner of the play screen to see all of the ribbons.
