The bike is designed to stay 'centred'. Pedalling tips the bike to one side and then the other, so it will fall over unless you lean slightly AWAY from the pedal that your foot is pressing down on.
When you're not very good at doing this (like new to the job), turning the handlebars helps to keep the bike upright, but it's very easy to 'overcorrect' and turn them too much.
When your 'feel' improves, you will be able to ride 'hands off'. But even when you have learned to do this, you'll still need to start and stop with your hands on the handlebars, because the bike's 'centring' will only work when it's moving fairly quickly.
