Green Tea/Teabags
Yes, it may sound strange, but its true! Green tea or teabags are a great way of helping your eye circles. It will not get rid of them however, it will only help them to become less noticeable.
Fluids/Energy
More energy can help you to be more alert and keep your eyes open for longer - however it is not the solution! Fluids, however, help to cleanse your eye and keep your body hydrated. This too will not dramatically reduce, but will help get rid of bags under your eyes.
Massage/Gentle rubbing
I have a special timer on my computer so that I give my eyes a rest and rub my eyes gently on the skin below my eye. This helps to make it more relaxed as the eye circles are caused by the blood underneath the skin to become more visible as the hemoglobin is lost from the cell leaving a blue/black colour underneath your eyes.
Try these to help - but I really suggest you go to sleep!

-refridgerate spoon and then you put over your eyes
- sorry but as much sleep as you can get does help
-cut back on alcohol, caffeine, sodium
-eat lots of fruit
-exersize regulary

CJD: Great answer, but I would suggest putting citations for the information if you have them. That would make it even better... I was wondering where the teabag suggestion came from for example (personal experience? old wives tale?)
