Check out UStream.
They describe themselves as, "the live interactive video broadcast platform that enables anyone with a camera and an Internet connection to quickly and easily broadcast to a global audience of unlimited size."
UStream is the provider of choice for a lot of shows. Specifically, the Mahalo video studios use it to broadcast This Week in Startups and various other shows. The popular live blog by Chris Prillo ( chris.pirillo.com) and Digg broadcasts are also distributed by UStream.

I think that beyond picking a live streaming provider (like UStream), you need to worry about bandwidth. If you don't have a fast internet connection (especially on the upstream), your video will skip, pop or otherwise become out of sync when broadcasting.

1. A free ustream account from http://ustream.tv
2. A high quality web cam like the Logitech QuickCam Pro 9000, which sells for about $99.99. Or, bring your own web cam...just make sure it's got a good video resolution like the Pro 9000.
Steps:
0. Connect web cam to your cheap craptop if not already connected.
1. Log into ustream, create a new show.
2. Click big green Broadcast Now button in top right corner.
3. Broadcast console appears. Click Start Broadcast button.
4. Click Start Recording button when you're ready to record. (Otherwise, you're just streaming live and it'll be lost to the interwebs.)
Boom, you're broadcasting live and recording. Direct your viewers to your ustream show URL (found once you log into your account) and your viewers will be able to chat with each other as they watch live. You can also see the chat, too, and respond to things--for example, if they say they can't hear the audio well enough, you could make adjustments.
Optional bonus: embed your live show inside your web site:
1. While logged into ustream, click on Your Shows button and click Share. Ustream will present you with embed codes you can use to basically cut and paste right into your web site.
