Hard items at the bottom (shoes, blowdryer, etc.), toiletry bag wrapped in another plastic bag in case of spills, then folded clothing spread evenly on top. I avoid heaping in the middle and avoid hard objects near the zipper that would inhibit zippering. Once everything is in there, I use the strap to flatten the clothing enough to zipper closed. Cables and chargers usually go in the outer pouch or in my laptop bag. I never put clothes or anything thick in outer suitcase pouches, because they make it hard to zipper the suitcase.
