How do you make HD videos in Adobe Premiere?

HD is simply a matter of video resolution. An HD video is generally 1280x720 pixels. Create your project at that size, or at least have it render at that size.
For true HD, the video should not be blown up from a lower resolution. It should be created at the higher resolution instead.
