Making flour tortillas involve using flour such as whole wheat flour, or any other finely ground wheat flour. Note some people prefer to combine all-purpose flour and wheat flour. Mix 2 C flour, all of the shortening and salt until the mixture has the consistency of small crumbs. Add warm water. Mixture will be sticky. Add remaining flour and knead until dough is pliable and springy. Not all of the flour is needed. Let it sit covered for an hour minimum. Take small portions and form a ball.
