Buy the expansion pack on PSN or the Xbox 360's marketplace or whatever it's called, then go into your challenge map in the career mode. You'll now find at the bottom of the list "Downloaded", below "own the spot", "street contests", and whatever else. Go into downloaded and select the Fantasy Plaza. It's actually an entirely separate location from New San Vanelona, they aren't connected, so you have to warp there.
