How do you get a stone to enchant armor in Oblivion?

different level soul gems along with different captured souls based on level of creatures, only black soul gems can capture humanoid spirits though. Grand soul gem with Grand soul level is max, weapon enchantment is like 1600, here's website link for extra detail:
