I know what you mean about wanting the guy to ask you out rather than asking him out. It shows he cares about you and that's what you are interested in, not just going out with him.
I like drmatt's answer: direct communication - with one exception. I wouldn't go up to him and say, Hi, will you ask me out? Rather, let him know that you think he's interesting and you'd like to get to know him better. Tell him that you think it would be fun to hang out together sometimes - and then let him make the move. Guys have big time fears that the girl they ask out will say no, so if you give him a thumbs up, he'll feel more confident that you'll say yes. Let him do what he was made to do - pursue you!
