How do you create a widget in the hosted version of Wordpress?

Your options when using the hosted version of Wordpress are far more limited than when you use your own server(s). Is there a way to create a widget for the hosted version, or does WP only allow you to use widgets they created themselves? Bonus question, can you edit the header at all? I use a custom theme and don't see the ability to edit the meta description...or add a custom meta tag in the .

You can not add a widget, but you can view it using the text widget, HTML no java script, the wordpress.com team is adding new widgets all the time based on wordpress.com members and users feedback and requests.

for example google ads is not allowed:

another example the counters is you want to add one you have to look for the plain HTML versions:
http://faq.wordpress.com/2006/05/20/how-do-i-add-a-counter-using-a-widget/
