How do I take apart a 17" G4 Powerbook LCD casing?

Go to ifixit.com and get the instruction manual. That way nothing gets missed or broken. Follow directions

That doesn't show how to take apart the LCD casing, just tells you how to remove the entire LCD assembly from the PowerBook.

If I remember correctly there should be screws that you can remove from the sides of the screen. The link I am posting should be a good enough place to start (it has excellent pictures) to help you fully disassemble the powerbook so that you can get to the LCD components you are interested in.

edit: I was writing my post when ifixit was mentioned above. I am still confident that using it as a starting place should be enough if you have any experience taking laptops apart. From the powerbooks I have disassembled I don't remember the LCDs as having as many hard to find screws or tricky steps. Just look all around the sides and remove the screws you see.

Now that I think about it, search for how to replace the apple logo with colored filters since that will require you to take apart the LCD.
