How did it get that way? Depending on how much time has passed between now and when you purchased it, you can contact Apple to see if they'll give you a new one (especially if it's something wrong with the ipod itself rather than something you did).
It's hard to diagnose the problem and it sounds like you've tried restoring it so I can't think of other ways. Have you tried powering it down and then leaving it for a day before trying it again?

I took it in and Apple has ordered a replacement despite it being past the 1-yr mark. Thanks for the troubleshooting link and suggestion to just go in and ask.
Purchased 16 months ago from Costco. No idea how it got this way. I have tried leaving it powered down for several days, still unresponsive. Thanks for the links ... I'll check them out.
