How do I find someone to write code for a program or application idea?

There is a number of websites that are dedicated to matching buyers and sellers of contracted work.
I would highly recommend elance. (See link below). There are many others, but elance take less commission than many others, and you can view the experience / resumes of those bidding for your work.
