1. http://nearbytweets.com/ - Lets you search for tweets that include "soup" within any distance from any location. I found over 100 results with your specifications.
2. Search http://search.twitter.com/ for "soup" and start following all the results. This, of course, doesn't mean that anyone is from SF or even likes soup, just that they are tweeting it at the time.
3. Search http://hashtags.org/ for soup. Anyone who specifically wants to communicate about a soup related topic will be using the #soup hashtag. Try narrowing your hashtag search to #soup and #sanfransciso or #SF.
4. You can also subscribe to the hashtag search for soup to always know when people are tweeting about it: http://hashtags.org/tag/soup/messages.atom.
5. You can search Twitter geographically through http://www.twitterlocal.net/. You can search tweets by location and only check results that include "soup".

M$this allows you to search particular word on your Tweetdeck personal browser and they have other stuffs they offer. It's free download.

Just type that into Twitter's search box (replacing "Mcdowell, Missouri" with your own location, of course) and you'll see everyone tweeting on "soup" within 100 miles of you.
Automatically following them, however, is something I can't help you with.

M$I believe that's intentional. It would be too easy for a 1-update link spammer to abuse autofollow, autofollowing EVERYONE to get them to see his update with spam link when they check out who he is.
Thanks for the advanced search tip. This is quite good. Unfortunately I can't seem to be able to autofollow them.
