There is a black market for horse meat because of said 'rumors' that horse meat has miraculous healing powers and can even cure or protect against aids but it is quite clearly stated here that these rumors are not true:

Horse meat is also eaten in other countries such as Belgium and France where it is not so taboo. I think, however, that the underlying reason here is money. People are desperate for money right now in this economic recession and where there is an untouched market.. there is money making potential. That is, if you have the stomach or the heart for it.

Claims of a single substance that treats a wide variety of syndromes are always to be taken with suspicion. That's especially true of chronic conditions. They're very prone to desperate people who will try anything (and pay a high price for it).
And because the conditions are chronic, it's hard to tell when something is working. In fact, because of the placebo effect, the patient may even feel better for a bit, even though the disease is still ravaging their body. By the time they figure out they're getting no benefits, the person who sold it to them is long gone.

Are there any scientifically-proven benefits of horse meat?
In all seriousness, South Florida has seen an increase of horses being stolen and slaughtered, then their meat sold on the black market.
While this is horrible, some claim that horse meat may help ease with chemotherapy side effects and even treat AIDS. Is there any scientific research to prove or disprove these ideas?

There is absolutely no proof of it. I doubt any serious research has been done in the area, but there's no reason to imagine that horse meat contains anything special over cow meat when it comes to treating chronic diseases.
