Those are certainly possible interpretations. The thing is, there are usually several different meanings for most types of flowers depending on the era or region the meaning comes from.
Yes, according to one of my sources RED TULIPS can mean declaration of love (always give them with your right hand, never your left). They can also mean "Believe Me".

But according to my best source, WHITE VIOLETS can mean many more things. Yes, candor and love is one take on them. Another meaning is more of "Let's Take a Chance (on being happy together)". It can also mean youthfulness. So basically all of these meanings boil down to purity, freshness, and maybe even naivete.
