Mahalo is adding a tip to all questions that don't offer a tip.
Need inexpensive, easy-care plants for my north-facing window boxes & two cement planters. Any suggestions?

Coleus and Begonias each should work. Coleus are a bit more hardy. I have found Begonias to be temperamental, but probably because I over-watered them.

I'd recommend Supertunias. While regular petunias are nice, Supertunias don't require deadheading and they still come in a variety of colors.
