No. It is a federal holiday, which means no government buildings are open and additionally many other businesses and establishments are closed depending on your state. Congress can not mandate states celebrate these Federal Holidays but most states do. Usually schools are closed, there is no garbage p/u, banks, town offices and state offices are all closed. and don't forget the post office.
My bank is open today. Capital One. Was in there on Friday morning and our teller told us that they would be open, but no transactions would be processed until the next business day.
I would recommend calling your bank if you have to swing by the bank today. You might just get lucky!
