The freezer paper used in Quilting is also known as butcher paper. The Reynolds brand should be available in most major supermarkets. If you do lots of hand piecing or applique, you may find it more economical to purchase in bulk at a restaurant supply store.
I think I still have the first roll I ever bought when I was learning to applique. It is always good to have some on hand, as you never know when inspiration will strike.
For those of you who have never heard of using this paper, it has a wax/plastic layer on one side. You draw your quilt or applique pieces on the paper and cut them out, then you use a warm iron to press the shapes onto your fabric. You cut out allowing a seam allowance beyond the paper. Then you needle turn your applique or hand piece your quilt using the paper edge to give a crisp turn of the fabric. When all the sewing is done, you peel the paper away.
