I don't think you mean pixelation exactly, because increasing the pixelation would make it more grainy.
My belief is that you want to increase the number of pixels(or pixel count). If so, then the only way to do that is to rescan the photo.
If that is not an option, you can digitally enlargethe photo so it will be large enough to print, however as you stretch it, it will become less clear. Unfortunately, I know of no solution which will do what you are looking for.

Is there a Free Software program that will increase the pixelation of a scanned old photo?
I scanned an old family photo and edited all the scratches out. When I went to the photo shop, they said they couldn't print it because it was too small.
Any helpful suggestions? Or is this a hopeless case?
