Look for scuba diving clinics in your city. They usually start out in pools. I know my city has a specific scuba store you can sign up for lessons and certification at, but in my hometown courses were offered occasionally at the YMCA pool.
That would likely be the cheapest option, but if you want to get right into the exciting stuff, check with any tropical resort. Most of them offer scuba lessons, and you can sign up before you plan a trip.
However, i believe unless you go the resort route you do need a certification.
