If you don't know what tools to buy, how about some drafting software (if he likes computers) that allows you to design stuff that you want to build.
Or, a nice-looking tool organizer or odds-n-ends organizer for his work area.
A gift certificate to a hardware store is nice but not too personalized of course.
You could see about getting a screwdriver set monogrammed (then he would always know if someone borrowed it!).
Standard dad birthday presents of course include mugs, or for something nicer, a watch.
Or a magazine subscription about woodworking or some other hobby he likes; or, a DVD set for some do-it-yourself projects.
And if he likes beer, try a beer-of-the-month membership, (or a dessert of the month, etc. - whatever he likes).

OK, maybe I'm being overly sentimental, but if he has everything, how about a nice photo book of pictures of you two together? Or a photo collage set to music on a DVD? I don't know any father who wouldn't want either of those gifts!

Organizing and framing photos (or making them into a book) is an excellent idea. There are many service to make hard covered books from photos now... this suggestion is excellent.
