Well if its a gang tang then vandelism no doubt. Or if it private property vandelism.
But if its public property and its not a gang tag I think its art all the way. I can't tag because I can't draw but if I could I would it looks pretty cool.

Graffiti: elaborate wall painting, or vandalism?
It's up to you, what do you see graffiti in, a way of expressing one selfs feelings towards art, or a sickening vandalistic act that should be band nation wide? Desribe why...

When I say Graffiti: elaborate wall painting, or vandalism, I don't mean put it into both perspectives and talk about it, I mean just graffiti as itself.

I'm personally not sure about when you say also believe you wanted to know why so you did want someone to talk about it. Because If you think I was asking this question up to my standards you are incorrect. I am not a graffiti bomber, I have no part in doing such a thing to false property. I was asking the question in general since I've heard many different things about different peoples perspectives and I just wanted to start a little "own-view" chat about what you think about when you look at graffiti and why. It doesn't mean you have to type a whole story about what it means to you in the places you may find it and how it will occur, but this does require a good paragraph atleast, and formost, if you want to be a effective chance in not only winning, but giving me a good look on the majority of the answers and a way to see what others think about it instead of just thinking about it to myself :D
