Any time you refer to a set of convention or league rules you are talking about rules that that group goes by to maintain some balance with with a large number of people.
Rules of Bridge strictly refers to the "How-to" of the game and can be molded to fit your style of playing. Convention rules won't change without the express agreement of the entire convention or governing body.

Are the rules covering "Bridge Conventions" NOT the same as "Rules of Bridge"?
For example: some think a player MUST must make an opening bid if he has 13 or more points. I believe it's a strategy (Convention) and NOT a rule of the game.
