The second president of the US, was John Adams, he served from March 4, 1797 to March 4, 1801, which was 4 years.

George Washington had two terms, but John Adams was the second president. He wasn't "in power"--that's for dictators and kings. Presidents traditionally "serve in office".

John Adams was in office for one term of four years, 1797-1801.
