There is an organization that is working to replace all the grave markers that just have a number on them with gravestones that have names. It is quite possible that there is no 100% accurate record, as you are talking about a long time ago, in a hospital for society's "undesirables," where many patients didn't really have families or anyone worried about their whereabouts.

Where can I find a list of patients that were at the hospital in the early part of its operation...from its' inception to about 1935.

It looks from the tag like you're looking for people who were in Western State psychiatric hospital. That is a quagmire even for family members, since the stigma of mental illness was so extreme at the time.
