Hi, Interesting Question. I've found a link to an '1860's' ball gown web site that has many gowns resembling the one Belle wore in the animated movie - including the off the shoulder look. Perhaps this era was part of the inspiration.

But, her skirt was much poofier and likely a hoop-skirt which could be a style taken from the American Civil War era as well.

What time period is Belle's ballgown supposed to be from in Disney's "Beauty and the Beast"?
I am having a hard time figuring out where the off-the-shoulder sleeves come from. The Beast almost looks like he's from the Regency but I can't tell.
Were the animators trying to mimic a particular time period or just trying to make the story look fairy tale-ish?

Beauty and the Beast was first published in 1740, and due to its popularity thorough the 18th and 19th centuries it had many adaptations. Walter Crane's illustrations of Belle from the 18th century show her in a yellow dress, which was probably the inspiration for the dress Belle wore in the Disney film. To summarize, the colour and general style of her dress was taken from the traditional illustrations, but the off-the-shoulder sleeves were probably creative licence.
