The Velociraptor was much smarter.
Instead of just walking around biting things they hunted in packs, which required a rudimentary sense of social organization, plus the killing-claw on their heal implies that they had to think about where they going to slash, unlike the T-Rex, which would just use bone-crushing jaw-strength to do its killing.
It's been suggested by many that if dinosaurs had not been wiped out, that velocirators might have actually evolved to the point of sentience with abstract reasoning.

I believe the trex and velociraptor had similar intelligence, as they are both carnivores... but the velociraptor was a dromaeosaurid, whose intelligence (as measured by its relative brain to body weight, or EQ) was the highest among the dinosaurs. mike !
