Yes the design of the Freedom Tower was made by Daniel Libeskind a Polish born American architect and the plans were released to the public in 2003. The Memory Foundations is the name Daniel Libeskind has given to the site where the Freedom tower will be built.
This was the initial design thought by some to be plans for the tallest tower in the world at 1776 feet, below is the 2003 design.
