Yes there were 13 states at the time so 13 stars.
Delaware
Pennsylvania
New Jersey
Georgia
Connecticut
Massachusetts
Maryland
South Carolina
New Hampshire
Virginia
New York
North Carolina
and Rhode Island

Why am I looking at the tricky sites of the question? I'll answer it based on my first impression when reading your question:

13 stars for each flag, so for 1777 flags, it should be 13x1777=23101 stars!
