There are three main ingredients to measure a hip-hop song: 1) lyrics 2) beats/samples/scratching 3) performance
One of the songs that came to mind with all these qualites is: "Jackin' for Beats" by Ice Cube
http://www.youtube.com/watch?v=0vsLcNJdF9k
However, this song was not very "popular" (or should I say Mainstream) as the Question mentions. Therefore, I have to go with "Paid in Full" by Eric B. & Rakim:

What is the best popular rap song ever recorded?
@Ion recently asked what the worst popular rap song ever recorded is so I thought it would be fun to see what everyone things for the other side of the spectrum.
The winning response will almost always contain video or mp3 evidence. To start things out I will post one of my favorites (though as I have stated in the past, I am a little bias since I do work for Strange Music and do lots of promotions for Tech N9ne) because there is thought behind what Tech raps, its not just about being "gangsta" or trying to get radio play!

Misc Tech N9ne clips:
