All three schools are part of the University of Michigan state university system, but they are separate schools with separate courses, faculties, administrations, and athletic teams.

"The University of Michigan comprises a flagship campus in Ann Arbor, with two regional campuses in Dearborn and Flint."
Many states have Universities that have branch campuses. In New Mexico, I attended the Eastern New Mexico University-Roswell campus before transferring to the main campus at Portales. The Roswell campus was a two year campus. Usually the branch campuses are cheaper, but almost all of the credits transfer. That's handy if you need to work and go to college at the same time, or if you just can not afford the main campus.
But in some states the cost is the same.

Regional campuses usually have a smaller course selection as well. Choosing to go to a smaller campus may limit your choices for selecting electives.
They are affiliated, but my impression from their reputations is no, they are not the same. Of course, in some state University systems, different campuses have about the same level of instruction, but for U of M, Ann Arbor is considered significantly more academically rigorous. (That said, I know people who are perfectly smart who have gone to UM Dearborn, as well as people who say that the attitude/lack of snobbery in Flint and Dearborn make it a good choice). But no, in terms of reputation and how nationally important the faculty are, Ann Arbor has a big advantage (I have met faculty from both the Dearborn and Ann Arbor campus, as well as being familiar with the overall reputation).
On the other hand, if someone is talking about an undergraduate education and he/she cares about small classes and being taught by profs rather than TA's, then the smaller campuses might actually be much better. So they're not the same, but each has its strengths.
