You start with the FAFSA and that determines what federal grants you qualify for including Pell grants. Once your FAFSA has been processed you will get information on what you qualify for and how to claim the grant.

In my experience of school, I never filled out "paperwork" for a pell grant. This service is provided while you apply for student loans. I do not know the sources of pell grants. I live in Pa, when I register for school I go to the PHEAA website. This is Pennsylvania Higher Education, this disburses my pell grant information to me. Depending on what state you live in, this should be available. After that pell grants and loan information get disbursed to you. If you do not want loans than they can be returned or denied.
