Could it be Tinea capitis? "Tinea capitis is a superficial fungal infection of the scalp. It often presents identically to dandruff or seborrheic dermatitis in African American children. Highest incidence is in African American boys of school age."

I have looked at various sources, including your own but have not found anything stating that it is only found in people of African descent. It is commonly found in that demographic but nothing states that for an absolute fact. In fact this document, http://emedicine.medscape.com/article/1091351-overview states that rates of it have decresed from 14% in Southeast Asia to about 1.2% indicating that it infected a large number of people of Southeastern Asian decent, which indicates that it is not only found in those of African descent.
