Heavy drinking is defined as "For men, heavy drinking is typically defined as consuming an average of more than 2 drinks per day. For women, heavy drinking is typically defined as consuming an average of more than 1 drink per day."
The National Institute on Alcohol Abuse and Alcoholism defines binge drinking as "a pattern of alcohol consumption that brings the blood alcohol concentration (BAC) level to 0.08% or above. This pattern of drinking usually corresponds to 5 or more drinks on a single occasion for men or 4 or more drinks on a single occasion for women, generally within about 2 hours."

This is an "all things are relative" kind of question. My answer is a matter of opinion, based on experience with the legal system and alcoholic friends. I am not a doctor. For a healthy adult who is able to metabolize alcohol normally, moderate drinking over the course of a day would probably be an amount sufficient to share in a social gathering where alcohol is consumed without getting drunk. Based on testimony I have heard in jury trials, I estimate this is about 1 beer/glass of wine/mixed drink every 90 minutes or so.
Over a longer period of time (not just a social event), moderate drinking would be a single glass of wine/beer/mixed drink most evenings with dinner or at "cocktail hour" (does that tradition still exist?) Sometimes two, sometimes none, and the absence of the drink doesn't cause undue concern. The purposes of moderate drinking include using alcohol as social lubricant, drinking due to perceived or actual health benefits, or drinking as a cultural norm.
Binge drinking is when a person doesn't drink or drinks moderately, then drinks excessively at an event. This can be anything from drinking the majority of a fifth of bourbon over the course of a couple of hours, to playing drinking games until unconscious, or spending the weekend with a few cases of beer and finishing them all off. It depends on the person. The purpose of binge drinking is to get and stay drunk, often ignoring responsibilities or obligations while doing so. Binge drinking is dangerous to the health of the individual.
Once again, I'm not a medical or legal professional and this answer is intended for healthy adults who are able to metabolize alcohol properly.
