Basically, these are the contents of commercial cigarettes: Expanded Tobacco, Stems, Reclaim (20%)
RECON (30%) - it's basically shredded paper soaked in juice made from recycled tobacco.
Treated Tobacco (50%)
You can roll your own cigarettes if you'd like, but you need special licenses and to pay special taxes if you plan to sell them to the public.

You can and also cannot make or sell your own cigaretts. -Making for personal use, that's OK. Where you bought the materials and your roll your own for personal use.
-To sell already made tobacco products, that's OK too. Such as if you're a convenience store selling packs of cigarettes.
-To make and then sell tobacco products, well there... "you will have to apply and receive ATF approval before you engage in business".
The ATF FAQ page has all the answers for personal or business; manufacturing or selling of tobacco products.
