Basically, these are the contents of commercial cigarettes:

Expanded Tobacco, Stems, Reclaim (20%)
RECON (30%) - it's basically shredded paper soaked in juice made from recycled tobacco.
Treated Tobacco (50%)

You can roll your own cigarettes if you'd like, but you need special licenses and to pay special taxes if you plan to sell them to the public.

You can and also cannot make or sell your own cigaretts.

-Making for personal use, that's OK. Where you bought the materials and your roll your own for personal use.
-To sell already made tobacco products, that's OK too. Such as if you're a convenience store selling packs of cigarettes.
-To make and then sell tobacco products, well there... "you will have to apply and receive ATF approval before you engage in business".

The ATF FAQ page has all the answers for personal or business; manufacturing or selling of tobacco products.

Aside from the 599 list, here are some hidden ingredients you can find in a cigarette. The toluene in glue and cigarettes is a toxic substance that produces euphoria and irritation of the air ways and lungs. The cadmium in batteries is extremely poisonous when found in cigarettes and results in kidney damage. Tar is an ingredient found in roads and tires as well as cigarettes. A two pack a day smoker inhales one gram of tar a day. That is a quart of thick, gooey tar inhaled a year. Mothballs contain naphthalenes, also found in cigarettes. This proven poison causes reproductive and brain breakdown. The arsenic used to kill rats is also found in cigarettes. It causes irritated lungs, abnormal heart beat, and a score of other symptoms. Acetone is an ingredient found in nail polish remover as well as cigarettes. It is a harsh chemical which irritates your lungs and can lead to cancer. The ammonia in bleach speeds the delivery of nicotine to smokers and changes the reading of tar in cigarettes, making it seem lower. The toxic phenol found in plastics and cigarettes can cause kidney and liver damage and reduced blood pressure, resulting in severe sickness and possibly death.
