Because of Health Insurance Patient Privacy Act (HIPPA) laws, we will never know what type of insurance the recipient, Connie Culp, has. As far as identity theft, I really don't see that being an issue seeing as she did not receive the entire face, and it has to sit on her facial bone structure.
