To calculate the number of calories expended, use this Resting Metabolic Rate calculator:
http://www.shapeup.org/interactive/rmr1.php
For me, a male 5'8" and 125 lbs, age 60, it is 1331 calories. Then you will need to know additional calories expended due to exercise during the day. For example, look at this activity list:
http://www.nutristrategy.com/activitylist.htm
Swimming moderately for 1 hour consumes 472 calories. So, if this is all I did in a day, I would have expended 1803 calories.
If I ate only 1300 calories/day, then according to this calculator:
http://www.freedieting.com/tools/weight_loss_calculator.htm
it would take me 1 week to lose 1 pound. I would have to eat 500 less calories per day for a whole week to lose one pound. The body is actually amazingly efficient!
What is 3500 calories equivalent to?
Use this food calorie chart:
http://www.ntwrks.com/~mikev/chart1a.htm
For example, one piece of apple pie is 405 calories. So to lose one pound, I would have to forgo dessert for more than a whole week.
To calculate ideal weight for your height use the chart shown below or use this BMI calculator: http://www.nhlbisupport.com/bmi/

I don't know what your diet or your lifestyle is like but when you do eat carbs like pastas or breads buy whole grain, it's healthier it has better carbs for you and less fat, if your not active you want a very low carb diet, I would suggest eating carbs at lunch because that's about mid day and hopefully your not sittin around bein lazy all day lol if your a person who hits the gym every day or you stay active eat light but often and take in carbs early in your day

That is an impossible question to answer because it isn't carbs alone that contribute to weight gain. It is your total intake of fat, carbs, and protein that contribute to the amount of weight you gain or lose. Since fat, carbs, or protein can be stored as fat in the body, the only way to lose weight is to burn off more calories than you take in through food. You need to figure out how many calories you burn throughout the day and then figure out how many you consume.

Then, how do you know the information that you've provided in your answer?
Given your constructions on other posts, English is not your first language. Are you Russian?
In English, we say, "provided that it make sense," rather than "provided that it have any sense." Your construction indicates a foreign way of thinking. In another post, you said, "This answer is inaccurate and haven't sources." In English, we say "this answer is inaccurate and doesn't have sources." Also, we say, "Someone who states that every answer must have sources," rather than "someone who states that any answer must have sources." Finally, English does not use a reversed question mark to flag a question. That would be Spanish.
Now I'm clearer than ever that your answer is not your own, because it's inconsistent with the language that you've used in other posts.

If you want to drop a few pounds quickly, keep your carbs at 20 per day. This will flush fat from your system pretty quickly. Do it for a week then take a break. My brother in law has friends who are body builders and they will do this for a week or so before a competition so their muscules will look more refined.

I chose this as best answer because it's the one that actually answered the question posed. While the answer above it was well-written and thought out, it's not the answer to the question posed.
Reducing carb intake on a low-carb diet can indeed reduce weight without reducing calorie input. A little bit of research would have shown that's possible.
It might not be agreed upon that it's healthy - but it IS not disputed that it works.
The right answer, per low-carbing diets, is below 20grams per day to start and then slowly increase it until you stop losing, then you know your critical carb level and can adjust accordingly.
