Yes. In the summer, I wear SPF 90+ and apply it wherever skin shows. Winter, I usually wear SPF 30 or so, and only apply it on my face since my arms are covered.

See Sunscreen or Sunblock links. You do not get 3X the protection with SPF 90 compared to SPF 30. At most, you only get a 2% increase in protection with SPF 90. Also, check your sunscreen for the presence of sun blocking agents, these are the parts that protect your skin from burns and cancer. The SPF rating has nothing to do with the ability of blocking the UV rays that damage your skin.

Yes I use SPF 15. Even though the sun is not as visable or bright it still does damage to the skin.
