Hormonal changes associated with menopause can cause dry skin and itchiness and, if you already have eczema, the changes can exacerbate your condition. It would still be a good idea to check with your doctor, especially when the breast area is involved and when you have not had a previous history of eczema.

Itchiness and rash on one or both breasts can also be symptoms of inflammatory breast cancer (IBC), which has very few other symptoms until it is already at advanced stages. A mammogram can conclusively diagnose or exclude out IBC, but must be ordered by your physician.

If it is eczema, your physician or dermatologist will be able to recommend treatments to alleviate the itching.

yas it may be

It is possible for women to get yeast infections under their breasts -- she can ask her doctor about that, or she could search for images of it to see if what she has looks like that.

If the itchiness does not go away within a reasonable amount of time after starting therapy, she does need to consider getting a mammogram and breast ultrasound. Paget's disease usually shows up as something that looks like a bug bite. Inflammatory breast cancer can present as redness and swelling of the breast.
