My mom took lessons at the YMCA in San Diego and loved it, I imagine it would be similar in LA. They work with lots of kids who are terrified of water, so I suspect they know all the tricks for dealing with anxiety.

Sorry I don't know about Los Angeles, but I do know that here the YMCA is a good place for adult swim lessons.

I am not from Los Angeles, but I learned how to swim by taking a class from a university. Why don't you try to find the cheapest university around that also has swimming classes and take that? It can be pretty cheap, sometimes cheaper than lessons at a pool would be.

If you are on the West Side-ish Area try Beverlywood Swim School. 612 South Robertson Blvd. Los Angeles, California 90034. Also you may check out local public city pools. Various pools offer swimming lessons for all ages. Once you've learned check out US Masters Swimming http://spma.net
