Depends upon what you want to do.
Want a big city (dance clubs, lights and action) in a tropical paradise? Oahu
Want touristy amenities, but less 'action?' Maui
Want fewer tourists in a pseudo-eco location? Kauai
Want even fewer tourists an genuine eco experience? Hawaii (big island)
All of them offer the same fantastic weather, beaches and ocean experience (albeit some better than others). The difference is what you expect to get out of your time away from the beach. If you want the party-like-it's-Vegas atmosphere, start at the top of the list I provided. If you want the it's-so-peaceful-I-forgot-what-day-of-the-week-it-is atmosphere, start at the bottom of my list.
It doesn't hurt to pick any of the islands, and experience all it has to offer. Then pick another one for your next visit. Trust me... once you have the opportunity to savor Hawaii, you will go back again!

You can scuba anywhere... It's all beautiful.
Of course, I would suggest going to the Big Island. My family is from there and I've kind of grown up there. There is SO much to do and have some of the best beaches... but that's my bias.

And for dining, check out Bangkok Restaurant on Dairy Road across from Savers, Ichiban in the Kahului Shopping Center, and Cafe Olay at the Dunes Golf Course which is off of the main road from the airport to Lahaina.
In Kihei, have lunch at Alexanders Fish and Chips across from Kalama Beach

You'll probably end up on Oahu if you want to scuba and surf. The best surf is on the North Shore of Oahu. There aren't any better than that. You can scuba anywhere... It's all beautiful.

The North Shore has the best surf if you know how to surf, but I'm not sure that it is the best place for a beginner. Kaanapali beach has some lower waves and Maui has some companies that work with beginners. Scroll to the bottom of the following page,
